If you were able to make up the days you missed in Ramadan but did not do so, and then your excuse (such as menstruation) continued until the next Ramadan began, then you must make up those days after the next Ramadan, in addition to expiating by feeding one poor person for each day. However, if you did not have an opportunity to make up the days, then no expiation is required of you. The scholars have not stated that it is obligatory to make up the missed days before fasting the new days.
