Is "Al-Muqsit" (The Equitable) one of Allah's Most Beautiful Names, and what are the proofs for that from the Quran and Sunnah?

Some scholars have counted "Al-Muqsit" among the names of Allah, citing His saying: ﴿And We will set up the scales of justice for the Day of Resurrection﴾ [Al-Anbiya’: 47] and the hadith: "He raises justice and lowers it." Others, however, have preferred the view that it is not among the Beautiful Names due to its not being mentioned in the Quran as a name for Allah. Yet others, like Salih Al Sheikh, hold that it is one of Allah's names, meaning "the Just One" who possesses perfect justice, and that it carries a greater implication than the name "Al-’Adl" (the Just), for iqsat (acting justly) is justice and more. Its meaning—if confirmed—is the One who is just in His judgment, who does not oppress, and who grants every servant a share of His goodness.
