It is permissible for the husband to host his brother and his wife or others in his house during his wife's absence, as he is the owner or tenant. However, it is forbidden for them to use the wife's personal belongings or to look at anything she does not wish anyone to see. The wife has the right to refuse to live with them and to demand a separate dwelling if their stay is permanent. It is forbidden for the wife to host anyone in her husband's house without his permission.
