Is raising fish in cages in Nile seawater, which is unsuitable for drinking, forbidden or permissible?

There is no harm in raising fish in tanks with pure water, as long as their owner provides them with pure food and does not harm others, due to the Prophet's (peace be upon him) saying: "There should be no harm nor reciprocating harm."
