Is it permissible for a young Muslim man to marry a divorced Muslim woman by her saying, "I marry myself to you," without her guardian's consent, knowing that her guardian does not reside in the same country?

The marriage contract must be undertaken by the woman's guardian (wali) or by someone else whom he authorizes, provided that person is a Muslim. Illicit relations outside the bounds of marriage must be avoided, as must private seclusion with her (khalwa) and looking at her.
