Does the Prophet's (PBUH) saying regarding lost camels: "It is to be kept secret, its indemnity is due, and the like of it with it," apply to all types of property, or is it specific to camels only?

The Hanbalis held the view that the fine should be doubled for anyone who steals something not kept in a protective enclosure (ghair hirz). They differed on whether this ruling applies to everything stolen from a non-protective enclosure or is restricted to fruits, palm pollen, and livestock. Some preferred the generality of this ruling. Scholars have mentioned a jurisprudential principle related to this ruling: whoever is exempted from punishment, despite the existence of its cause, due to an impediment, will have their financial liability (ghurm) doubled.
