Is someone who performed the Ramadan nights vigil or gave charity with the intention of achieving a specific matter excluded from the saying of the Almighty: "Whoever stands in Ramadan with faith and anticipation of reward, his past sins will be forgiven," and will he not be rewarded for his charity because it was not sincerely for the sake of Allah?

The night prayer of Ramadan (Qiyam Ramadan) is a great act of worship, which secures forgiveness for those who perform it out of faith and anticipation of reward. A worshiper's performance of Qiyam seeking Allah's pleasure and hoping for a specific prayer to be answered does not prevent them from receiving the reward for Qiyam. Indeed, supplicating for a worldly matter is permissible during prayer, and the reward for charity is not invalidated by the intention of obtaining a specific need. This does not contradict sincerity, nor should it be assumed of a believer that they desire only worldly gain through their righteous deeds.
