What is the ruling regarding a brother not breaking his oath to his mother about not telling her certain news, knowing her anger and his unwillingness to pay the expiation for the oath due to his limited means, and is it permissible for his mother to pay the expiation on his behalf? And is it permissible for him to use dissimulation (tawriyah), and is expiation obligatory for someone who only possesses enough for his sustenance or whose money is designated for something specific?

The brother must inform his mother of whatever news she wants to know, provided it does not lead to sin or harm; otherwise, he would be committing a sin. He should expiate his oath by feeding or clothing ten needy persons. The expiation must come from the wealth of the one who broke the oath, and fasting is not sufficient for someone who can afford the cost of feeding. A condition for expiation is that the one who broke the oath must possess more than his basic needs. If the brother has an amount exceeding his basic needs, he must feed or clothe. As for conveying news to his father or the questioner, the occurrence of breaking the oath depends on his intention at the time of swearing. The mother may pay the expiation with the permission of her son who broke the oath.
