Is sitting after the Fajr prayer until sunrise more meritorious, or is it more meritorious to obey the ruler who prohibits that?

Sitting in the mosque after Fajr until sunrise is commendable due to the great reward it entails, as the Prophet, peace and blessings be upon him, said: "Whoever prays Fajr in congregation, then sits remembering Allah until the sun rises, then prays two rak'ahs, will have a reward like that of a complete, complete, complete Hajj and 'Umrah (definition)." However, if sitting is not possible due to the Imam's fear of hardship or danger, then one should refrain from sitting and instead strive to remain in the mosque at another time.
