Is Surat Al-Falaq the most beloved surah of the Qur’an to Allah Almighty, or is there another surah more beloved to Him, glory be to Him?

There is no explicit statement about which Surah is most beloved to Allah. However, Surah Al-Fatihah is the greatest Surah in the Quran, and it encompasses all its sciences and objectives, the monotheism and worship of Allah, sincerity, the acknowledgment of inability to do anything except with His aid, the path to happiness, and the promise and warning.

It has been reported that "Qul A'udhu bi Rabb al-Falaq" (Surah Al-Falaq) and "Qul A'udhu bi Rabb al-Nas" (Surah An-Nas) are among the most beloved Surahs for seeking refuge, and that Surah Al-Ikhlas is beloved to Allah for what it contains of the attributes of the Most Merciful.
