What is the ruling on a menstruating woman masturbating during the day in Ramadan while she is not fasting due to menstruation?

If you broke your fast due to menstruation, then you must make up those days and offer sincere repentance for masturbation. You are not sinful for deliberately invalidating the fast because you were already not fasting.
