What is the ruling on offering advice, and is it obligatory to advise every sinful person, and what is the ruling on repeating it if it is not accepted, and what is the ruling on sometimes refraining from it?

Denouncing evil with one's hand, tongue, or heart, for whoever witnesses it, is obligatory by the consensus of the Ummah. It is a fard kifayah (collective obligation), and if everyone neglects it, all who were able to do it without an excuse become sinful. Denouncing evil may become an individual obligation (fard ayn) for someone who witnesses an evil in a place known only to them, or if only they can remove it. The legitimacy of denouncing evil persists as long as the evil remains. It is well-known among scholars that the advisor's presumption that their advice will not be accepted does not negate the obligation to denounce. Among what may nullify the obligation to denounce is the occurrence of extreme hardship and difficulty due to the prevalence of the evil and the multitude of those committing it.
