What is the ruling on a girl wearing only lip balm?

There is no objection to applying makeup or lip balm to the lips, provided certain conditions are met: that it is done inside the house so that only the husband or Mahrams can see it, and that it is made of a pure substance. It is not permissible for a woman to go out displaying her adornments unless her face is covered with the hijab, due to the Almighty’s saying: "And not display their adornment except what is apparent thereof. And let them draw their headcovers over their bosoms. And not display their adornment except to their husbands."
