What is the ruling on transporting pilgrims who do not have permits and taking them to perform the Hajj obligation in exchange for a fee, and what is the ruling on the money taken from them for this, knowing that obtaining a permit is costly?

The scholars have declared it impermissible to violate Hajj regulations, due to the evident public interest they serve. Violating them leads to corruption and hardship. Therefore, it is not permissible to assist those who violate the Hajj organizational regulations by transporting them. Nevertheless, whoever transports them, their wage is permissible, because it is in exchange for an action that is permissible in itself, which is transportation. However, they are sinful due to violating the regulations. So, the violation is blameworthy Islamically, while the wage is permissible because it is related to a permissible action. Hajj itself is valid for the violator, even though they bear the consequence of the violation.
