Is zakat obligatory on money saved for participating in the construction of a shared plot of land after a year has passed on it?

Money prepared for building a house, marriage, or similar purposes is subject to Zakat if it reaches the نصاب (minimum threshold) and a hawl (one lunar year) passes over it, by giving out a quarter of a tenth (2.5%) annually until it is used.
