As for money saved for construction, zakat is obligatory on it if it reaches the nisab and a full lunar year (hawl) has passed over it. The amount is a quarter of a tenth (2.5%) of the money that reaches the nisab of 85 grams of gold. It is permissible to disburse zakat to pay off the father's debts if he is among the gharimin (those in debt) and the money will be used to settle his debt.
