Is it sufficient to sprinkle water on the spots of sticky madhiy (pre-seminal fluid) and maniy (semen) on clothing to purify it and pray in it, and what is the ruling on prayers offered in that state?

Masturbation is forbidden, and repentance for it is obligatory.
