What is the ruling on madhy (pre-seminal fluid) that gets on clothes and is not easily removed by abundant water?

The person afflicted with waswas (obsessive doubts) should sprinkle water on the garment affected by madhy (pre-seminal fluid). Sprinkling is done by taking a handful of water and splashing it on the spot of impurity without needing to rub or wring it. Ibn Uthaymeen said regarding the purification of madhy: "He should sprinkle water on it and pour water over it until it is saturated, without wringing or rubbing it."
