Is it permissible to use some of the donations to complete the establishment of a charity office for sponsoring orphans due to financial reasons?

The funds received by charitable organizations are of two types: obligatory alms (Zakat), which may only be spent on the eight legally stipulated categories for Zakat, and building mosques or Quranic centers are not among them. The second type is general charity (Sadaqat), which may be spent on any virtuous cause, such as building a charitable organization for orphans. However, if the donor specifies a particular expenditure, then it is not permissible to spend it on anything else. If the donation is for a specific purpose, it should only be spent on that purpose, unless that purpose becomes unattainable, or if the general slogan implies flexibility in spending to achieve the same ultimate goal, such as the slogan being "Winter Aid" instead of "Winter Blanket."
