Was Al-Hajjaj a tyrant, a cultured individual, or a religious person, especially since he revered the Quran and said: "My Lord, the enemies have sworn and striven... Do they swear blindly? Woe to them, what has informed them of Your generous, forgiving pardon?"?

Al-Hajjaj was an oppressive, tyrannical, murderous ruler. Allah destroyed him in Ramadan in the 95th year of the Hijra. He was unjust, a tyrant, malicious, and a shedder of blood, yet possessed courage, daring, cunning, eloquence, and great reverence for the Qur’an. He had good deeds submerged in a sea of his bad deeds, and his affair is with Allah.
