Is raising my voice at my elderly father who cannot hear well considered an act of disobedience to parents?

Allah has commanded us to address our parents with courtesy, gentleness, and humility, and has forbidden us from scolding them or speaking harshly to them, as stated in the Almighty's words: "So do not say to them, 'uff,' and do not repel them but speak to them a noble word. And lower to them the wing of humility out of mercy and say, 'My Lord, have mercy upon them as they raised me when I was small.'" The phrase "a noble word" means a gentle, kind word. However, raising one's voice to be heard by an elderly father who is hard of hearing is permissible and not considered ill-mannered.
