The described attire—a long jacket that covers the lower legs and long trousers that cover the feet—may achieve the minimum level of covering, provided that the jacket is not short and does not reveal part of the trousers. A Muslim woman should wear modest attire that befits her decency and proclaims modesty and chastity. Adorning oneself when going out is absolutely forbidden if her face is uncovered, even with light makeup, unless she is veiled (niqabi) and going to visit female friends or relatives in a place not mixed with men. Safety lies in avoiding societies that make a Muslim feel embarrassed to apply the commands of Allah and His Messenger.
