Is it permissible to pay zakat on stored jewelry to support a needy brother with his treatment costs and expenses, given that his mother is well-off but he refuses to inform her?

It is permissible to give zakat (definition) to a poor patient who cannot afford the cost of medicine, based on the statement of Sheikh Ibn Uthaymeen (may Allah have mercy on him): "A person's need for treatment is an urgent need. So, if we find a patient who needs treatment but does not have money to pay for it, then there is no harm in giving him from zakat, because zakat is intended to meet needs."

Accordingly, it is permissible to give zakat to an infertile person if there is hope for their recovery and they cannot afford the cost of treatment, because delayed procreation might be due to an illness for which treatment is prescribed. And if it is permissible to give zakat for the treatment of infertility, then it is even more permissible to give it to pay off the debt of a debtor, because this is one of the categories for zakat expenditure.
