It is obligatory to investigate the rulings of Zakat before disposing of wealth. Paying Zakat to the Faculty of the Holy Quran is not sufficient according to the majority of scholars. Paying it to the Oncology Institute is not sufficient unless it is specifically for those who are eligible for Zakat and the poor person takes possession of it. Paying Zakat as food to doormen is sufficient if they are poor and eligible, according to the Hanafis, but it is not sufficient according to the majority. If the wealth belongs to the questioner and she knows that what preceded was not sufficient, then she must pay the obligatory Zakat. If the wealth belongs to her husband and he sought a fatwa from someone whose knowledge and religiosity are trusted, and that person issued a fatwa that Zakat is not obligatory, then there is no blame on him. Otherwise, he must be advised.
