Is it permissible to pray in clothes that have pictures of toys and stuffed animals on them if a concealing abaya is worn over them?

If the drawings on the garment are not of animate beings (such as humans or animals), then it is permissible to wear it and pray in it. However, if they are of animate beings, then it is absolutely impermissible to wear it. The prayer with this garment is valid in any case, as long as it covers the awrah (private parts).
