What is the ruling on inciting discord among non-Muslims?

Among the noblest characteristics of a Muslim is good character and treating others kindly, for Allah Almighty says: "And speak to people good words," and the Messenger of Allah, peace and blessings be upon him, said: "And deal with people with good character." Igniting discord among people is a bad characteristic, and extinguishing it is a good characteristic, even among disbelievers. A judge is commanded to quell discord among them just as he would among Muslims. All of this applies in times of peace; as for times of war, they have their own specific rulings.
