Allah is merciful to His servants and does not hold them accountable for what they are unable to do or for what He has not made obligatory upon them. He does not hold one accountable for forgetting the Quran due to psychological issues, nor for missing a prayer due to sleep, but it must be made up upon waking. The evil eye is real, and envy is real, and one can seek help through Ruqyah Shariah. The apparent symptoms might be severe anxiety or obsessive-compulsive disorder, which necessitate specialized psychological assistance. In your case, there is no shortcoming for which Allah would hold you accountable. You should seek help through Ruqyah and psychological assistance.
