Is it permissible to bypass the Miqat of Al-Sail Al-Kabeer for someone coming from Riyadh to Jeddah with the intention of entering into Ihram for Hajj from there, necessitating a sacrifice (Hady) due to the absence of a Hajj permit for the traveler who holds a visit visa?

Whoever reaches the Miqat (definition) and intends to perform the rituals must wear the ihram (definition) garments and remove sewn clothing. Whoever remains in sewn clothing after entering ihram without an excuse is sinful and must offer fidyah (definition), which is: sacrificing a sheep, or feeding six poor people (half a sa' for each poor person), or fasting three days. He has a choice between these options. If it was due to an excuse, fidyah is obligatory, but there is no sin upon him. A person coming from Riyadh for Hajj or 'Umrah (definition) must enter ihram from Al-Sail Al-Kabeer or its parallel, and it is not permissible for him to delay entering ihram until Jeddah.
