What is the ruling on someone who overshot the Miqat of the people of Yemen and entered into Ihram from As-Sail Al-Kabeer to perform Umrah then Hajj? And what is the amount of the Fidyah (expiatory offering) incurred by that?

If the women intend to go to Riyadh first, then there is no harm for them in performing ihram from As-Sail Al-Kabeer, and they are not obliged to perform ihram from the miqat of Yalamlam. This is because intending to go to another place before the ritual makes it permissible to perform ihram from the miqat of that place, as mentioned by Sheikh Ibn Uthaymeen.
