Is there a fidyah (expiation) incumbent upon one who enters into a state of ihram for Umrah from Jeddah, for not having entered into ihram from the miqat?

Whoever intends to perform Umrah must enter into a state of Ihram from the Miqat, and it is not permissible to pass the Miqat without doing so. Whoever passes the Miqat without Ihram and completes the Umrah without returning to it, must offer a sacrifice (Dam) which is slaughtered and distributed among the poor of the Haram, whether this was done intentionally, out of ignorance, or forgetfulness. However, one is only sinful if they did so intentionally and were aware of the ruling.
