The answer

If the donors did not specify a particular country, there is no harm in spending the remaining funds in the country where the committee is located, taking into account two matters:

1. If the funds are , they are to be distributed in the country of the Zakat-giver, unless there is a need for transfer.

2. The funds should be spent on their rightful recipients as designated by the donor, or for the categories of Zakat if they are Zakat funds.
