What is the ruling on the repentance of an unmarried fornicator who desires sincere repentance, and will his repentance be accepted without the implementation of the Hadd penalty of flogging and out of fear of scandal?

Adultery is one of the gravest indecencies. Whoever is afflicted by it must repent with sincere repentance and cover themselves with the veil of Allah, for the Prophet, peace and blessings be upon him, said: "Whoever is afflicted with any of these impurities, let him conceal himself with the concealment of Allah, the Mighty and Majestic." If sincere repentance is offered, then Allah is All-Forgiving, All-Merciful, as stated in His saying: "Say, 'O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the All-Forgiving, the All-Merciful.'" Among the conditions of sincere repentance is the firm resolve not to return to the sin, and what helps with this is to distance oneself from its motives and causes, and to associate with the righteous.
