What is the husband's duty towards his wife who wears an abaya on the shoulder, applies perfume, and has a visible hair bun, and is considered to be displaying her adornments (mutabarrijah), knowing that she is regular in her prayers and treats her husband kindly?

The husband has guardianship over his wife, and this entails preventing her from engaging in forbidden acts. If the wife goes out perfumed or in immodest clothing, the husband is not permitted to allow her to do so. Rather, he must prevent her and compel her to wear the lawful hijab. The lawful hijab has conditions, and if these conditions are met in any garment, then it is a lawful hijab. If the wife does not obey, then the lawful means of rectification must be employed: admonition, boycotting her in bed, and a non-injurious beating.
