The fundamental principle is that a Muslim woman should remain in her home, as Allah Almighty says: (And abide in your houses). However, if she needs to go out, she may do so under specific Sharia conditions, including: wearing the proper Islamic hijab, refraining from using perfume or adornment. If the distance involves travel, a mahram (unmarriageable kin) is required. If an elderly or sick woman needs assistance boarding or alighting a bus, she is not permitted to go out except with a mahram or another woman to help her. It is not permissible for her to allow a non-mahram man to touch her hand. If she is compelled to go out and there is no mahram to assist her, she should seek help from a woman. If that is not possible, it is permissible to seek assistance from a man due to necessity, and necessities are assessed according to their measure. It should be noted that necessity does not render the forbidden absolutely permissible; rather, it grants a concession for the duration and extent of the need only. Once the necessity ceases or can be addressed lawfully, the ruling of prohibition returns.
