Is it permissible to take out a usurious loan to pay rent and electricity bills to avoid eviction and scandal?

Allah has permitted the unlawful in times of necessity, and this includes usury (riba). Necessity is defined as reaching the point of destruction, loss of a limb, prolonged imprisonment, or chronic illness, and not merely a need or hardship. One must seek out lawful means to repay debts, because an usurious loan does not solve the problem, but rather complicates it further.
