Is practicing masturbation during sleep, despite repentance and sometimes waking up to prevent it, considered forbidden and deserving of punishment?

The pen is lifted from the sleeper until he awakens, so he is not held accountable for what he does during sleep. As for what happens between sleep and wakefulness, he is held accountable for it if the doer is aware of what he is doing, and there is no blame on him if it is without consciousness or awareness. It is recommended to marry for chastity, as it is the suitable legitimate path for human nature. And whoever is unable to afford marriage, then he should fast. Allah Almighty has promised assistance and wealth to whoever marries out of a desire for chastity. Allah Almighty said: "If they are poor, Allah will enrich them out of His bounty."
