What should a woman do who is afflicted with hemiplegia, ulcers, diabetes, and high blood pressure, and cannot find anyone to support her, and relies on charity for her livelihood, and was unable to fast Ramadan this year after having fasted it every year, and does not have money to pay the fidyah?

If you are unable to fast due to an ailment that is not expected to cease, or if fasting becomes unbearably difficult for you due to old age, then you are permitted to break your fast. This is based on the Almighty's saying: ﴿But whoever among you is ill or on a journey [should fast] an equal number of other days﴾ [Al-Baqarah: 184], and His saying: ﴿And upon those who are able to fast, but with difficulty - a ransom [as substitute] of feeding a poor person [each day]﴾ [Al-Baqarah: 184].

You are required to feed one poor person for each day you break your fast, which is a mudd (a measure) of food. If you are unable to feed due to poverty, then this obligation is waived for you. However, some jurists hold that it remains a debt upon you that you should fulfill if you become able to do so in the future.

The feeding obligation is incumbent upon the wife's own wealth, not upon her husband. However, the husband is obligated to provide for his wife's food, clothing, and housing.
