What is the ruling on a woman from Libya wearing gloves and a head covering (khimar)?

The Muslim woman must wear the prescribed Islamic dress everywhere, based on Allah's saying: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful." [Al-Ahzab: 59], and Allah's saying: "And not expose their adornment except that which [necessarily] appears thereof; and to draw their headcovers over their bosoms." [An-Nur: 31]. Therefore, she must wear a khimar to cover her hair, and a modest, non-transparent or thin jilbab. As for the face and hands, scholars agreed that covering them is better. Although they differ on the obligation of covering them, some consider them awrah (parts of the body that must be covered), which is more cautious. Thus, a woman should cover her face and hands, unless doing so would lead to a greater harm.
