Is it permissible to consider the benefit derived from agricultural land, left to poor siblings without rent, as part of zakat funds?

It is not permissible to waive the rent due from the brothers for the land and count it as zakat. Rather, it must be collected from them first. Then, there is no harm in giving it back to them as zakat if they are among those eligible to receive it.
