Washing the feet is an obligatory act, without which ablution is invalid. To avoid hardship, you can pour water over the feet without lifting them. If the water reaches the entire foot, the obligatory washing has been achieved, and purification is valid. Rubbing with the hand is not a condition. Alternatively, you can perform ablution at home, wash your feet, and then put on socks. If you then wish to perform ablution, it will suffice to wipe over your socks for 24 hours if you are a resident, and 72 hours if you are a traveler.
