Is it permissible to uncover the face and hands in safe places only, knowing that the prevailing opinion in my country is to uncover the face?

The disagreement regarding the obligation for a woman to cover her face and hands from non-mahram (definition) men is permissible. It is incumbent upon a Muslim to act according to what reassures their heart as being in conformity with the truth. If a person is a mujtahid (one capable of independent legal reasoning), they should act upon what they find to be most weighty according to the evidence. If they are a layperson, it is permissible for them to follow a specific madhhab (definition) (school of thought) or to ask someone whose knowledge they trust, without personal bias or seeking out dispensations. If the layperson understands the arguments, they should ask those who differ and adopt what they find to be most convincing. Otherwise, it is sufficient for them to follow the best of the two opinions. If it becomes clear to a woman that the correct view is the obligation to cover the face and hands, then it is not permissible for her to uncover them. If it becomes clear to her that it is permissible to uncover them, there is no harm. If she limits uncovering them to situations where there is no fear of temptation, there is no harm, as long as she acts according to what reassures her heart and not out of personal desire. Covering the face is better for complete protection, perfect modesty, and emulating the Mothers of the Believers.
