There is no objection to the permissibility of establishing the aforementioned project, nor to the method of spending its profits. However, it is not permissible to spend funds on it because it is not among its designated recipients. It is permissible to establish it from voluntary charity. If the money allocated for the project is an endowment (waqf), then the condition of the endower must be adhered to, and it may only be spent in the manner specified by the endower, because "the condition of the endower is like the text of the Lawgiver."
