What is the ruling on looking at pictures of women in newspapers when one is compelled to do so?

It is forbidden for a man to look at pictures of women in newspapers, as this contradicts Allah Almighty's command to believers to lower their gaze, and it incites desires. Therefore, a Muslim must lower his gaze from what Allah has forbidden and preserve the blessing of sight by using it in what Allah Almighty has permitted.
