Is it permissible to pay Zakat to someone who abandons prayer or to a dissolute person who is married to a righteous woman and has children?

Whoever intentionally abandons prayer, whether by denying its obligation (a disbeliever by consensus) or by abandoning it out of laziness (a disbeliever according to the soundest opinion), is not to be given zakat. As for the dissolute person who commits a major sin other than shirk and abandoning prayer, zakat may be given to him if he is poor, while advising him, especially if he supports a family.
