Is it permissible to give charity (sadaqah) and zakat to one who abandons prayer, based on the scholars' fatwa regarding his disbelief?

There is a difference of opinion among scholars regarding the disbelief of one who abandons prayer. The more preponderant view is that it is a disbelief that does not amount to apostasy. Based on this, it is permissible to give zakat (definition) to him, though giving it to others who are righteous is more preferable. However, according to the view that considers him a disbeliever (apostate), it is not permissible to give zakat to him. As for voluntary charity, it is permissible to give it to him, especially if there is a benefit in doing so, such as winning over his heart and reforming him.
