Is the saying "Iraq, the people of discord and hypocrisy" a Hadith from the Messenger of Allah, peace and blessings be upon him, and what is the reason for this saying?

The Prophet, peace and blessings be upon him, did not say: "Indeed, Iraq is the land of discord and hypocrisy," in any of the books of Hadith. Rather, these are the words of Al-Hajjaj ibn Yusuf Al-Thaqafi, which he uttered when he was appointed governor of Iraq, and with which he began his famous sermon.
