How sound is the Hadith: "Indeed, Ibraheem, peace be upon him, intended to supplicate against the people of Iraq, but Allah said to him: 'Do not do so, for I have placed the treasuries of My knowledge among them, and I have instilled mercy in their hearts'"?

This hadith is false and fabricated, and Al-Haleemi is accused of fabricating it. What confirms its falsity is that the first part of theath, which is the Prophet’s (peace be upon him) supplication for blessings in the sa' and mudd, and in Sham, Yemen, and Hijaz, has been authentically narrated from the Prophet (peace be upon him) without the addition of praising Iraq. Rather, it has been narrated that the Prophet (peace be upon him) said about Iraq: "From there will come earthquakes and tribulations, and there will appear the horn of Satan."
