Is one who refrains from aiding an oppressed person, when able to do so, sinful; and does the oppressed person have a right against him in this world or the Hereafter?

Whoever is able to help the oppressed but does not do so has committed a forbidden act, for he has violated the command of the Prophet, peace and blessings be upon him: "Help your brother whether he is an oppressor or oppressed."
