What is the interpretation of the noble verse: "Divorce is twice. Then, either keep [her] in a good manner or release [her] with kindness. And it is not lawful for you to take anything of what you have given them, unless both fear that they will not be able to observe the limits of Allah. But if you fear that they will not be able to observe the limits of Allah, then there is no blame upon either of them concerning what she gives in compensation. These are the limits of Allah, so do not transgress them. And whoever transgresses the limits of Allah – it is those who are the wrongdoers"?

The revocable divorce, after which reconciliation is possible, is two times. After that, a man must either retain his wife with kindness, without causing harm, or release her with goodness. It is not permissible for the husband to take anything from the dowry he gave her, unless both spouses fear that they will not be able to uphold Allah's limits regarding their rights towards each other. If it is feared that they will not be able to uphold Allah's limits, then there is no blame upon them if she ransoms herself with money to be divorced. These mentioned rulings are the limits set by Allah, and whoever transgresses them is a wrongdoer.

The reason for the revelation of this verse is that divorce in the pre-Islamic era (Jahiliyyah) was without end. So, Allah made the divorce that allows for reconciliation to be two times, enabling the husband to take back his wife and reconsider his decision. If he exceeds that, he is either daring to commit a forbidden act or his intention is to cause harm. For this reason, Allah commanded the husband to either retain his wife with kindness or release her with goodness. Part of goodness is not to take anything from her wealth for her separation, unless the wife dislikes her husband and fears that she will not obey him within the limits set by Allah; in that case, there is no blame upon them if she ransoms herself with money.
