What is the ruling on a girl going out with her male cousin in the presence of her female cousin?

A girl going out with her male cousin and female cousin is permissible if there is a need, she is modestly dressed, and no unlawful matters result from it, such as seclusion (khalwa) or suspicious intermingling (ikhtilat). Otherwise, it is not permissible. However, if the purpose of going out is for the girl and the young man to meet and converse, it is forbidden due to the potential for temptation (fitna).
